    The Committee on Economic Development moved to amend the bill on page five, section four, after line thirty-six, by adding the following:

    (5) No more than $3 million of the tax credits authorized by this article shall be allocated for each tax year. The Tax Commissioner shall allocate such tax credits in the order applications therefor are received.
